skill change

Hello, i want to change skill tree of 3rd classes to have only 1 tree, with 1st, 2nd and 3rd skills, and add some existing skills to all classes, like Teleport and Portal... is that possible to make? can someone help me on that? i don't know wich files to look for... is there a way to make...
