can't do refine 15 or 20

hi, just want to know why  i can't refine +15 or +20 using my GM account? only max is +10, im using Pre-RE

its working now i edit it on MAX_REFINE under status.h the only thing is do i still need to edit the refine_db.txt? so that players can refine upto +15?
