Neoncube Runtime Error

Been using Neoncube for years with rathena but for some reason i can't get pass through the error message as what's indicated on the screenshot. 

Triple checked neoncube.ini and everything's correctly configured. 

Tried extracting and it works. Merging GPF causes the error below. Any thoughts?
