Npcs in building north of izlude

A while back I was told this was supposed to be the new novice ground or something. Has kro officially implemented npcs for this building yet?

yep, i remember i started to script it back when it was first added on kro, but i noticed iro has recently added this new novice grounds area in english so it might be better to just copy iro's version instead
