Question about /w or /who

How to enable /w or /who on 2013 clients? would it still be possible if so where or how?

tried changing the lantypes and still nothing happened client date btw is 2013-08-07aRagexe and almost all of the /commands are not working. /where /blacksmith /alchemist I used nemos diff on this one

whats the diff with nemo's? I am using the one he released and its up to date. also, I have another problem on some pcs' the client is not appearing/or just closes immediately. everything is up to date on that one too.

Some missing files like System folder or some DLL?

That was for client not opening ...About /w /who, what error(message) does the client give when you type /w ?
