Why says you can't job change by command? I use level 99 gm

maybe you're trying to change into (Union) mode.

 
The 4047 is the ID of Star Gladiator you have to check @Job and check check their corresponding id.

That is the ID of Taekwon Master. How to change job to Star Gladiator? I use command @job 4048 and @jobchange 4048 but says You can not change to this job by command even in jobmaster npc says No more jobs available.

WTF? Star Gladiator (kRO Name) = Taekwon Master (iRO Name), it is the SAME JOB '-'

You can't turn in union by this way, because this ID is just a placeholder, to keep the Union state working.
