after patching with nemo(using recommended settings) it keep opening setup infinitely

Probably it mean you have some missing directories.

Try look in official clients what directories exists for example need directories: savedata, Replay and other

 
download somewhere official kro client even outdated version, and check what dirs it have. You can search in this forum.

after login i got an error : unknow packet 0xacf

this mean you compiled hercules for wrong packet version or wrong client type

 
present instructions on page is not enough?

or you asking how download full zero client?

after diff with this config in nemo, i cant login to server. but if i use 2018 client i can login normally

try configure clientinfo.xml and sclientinfo.xml also try less patches. look like you enabled too much for simple test

 
issue can be with some patches. try disabled them

may be dns patch or proxy patch or other
