Commands /b and /nb

I would like to know why only admin (group_id 99) can use the command /b and /nb but GM's with level less than 99 can't. They can only use @broadcast and @localbroadcast, but they can't use /b and /nb.

Why is that?

cause /b and /nb are @kami commands not @broadcast
