Executing script lines from chatbox

If I want to execute an Item Script

{ sc_start SC_ALL_RIDING,-1,1; },{},{}
 
can I do it directly from the chat box using some premade plugin?
[SIZE=xx-small]1[/SIZE]

Maybe make an Whisper system using npc:whattowhisper

And make that function/whisper system add effects to your items... Not sure if that requires just scripting or a SRC edit too, gotta talk to the higher ups :X
