[ Help ] Hotkeys do not work

Good Afternoon folks at Hercules, good'm using 2013 hexed for testing, but unfortunately do not know why or how to fix, but the hotkeys do not work, I tried changing the file and hotkey.lub. Honeymoon but still does not work, someone would know how to help me?

try fixing manualy via "ESC" then edit hotkeys in the shortcut button
