You have a packet_db? Hercules doesn't actually have a packet_db file.

you need to download this 2013-06-05Ragexe.exe.zip from the Ragexe part to use with that packet version

I think he is not using Hercules SVN..

there must be a Readme.txt or Instruction.txt in your folder.. better read it carefully..
