Lite Graphics Plugin

I tried the 'search' option and couldn't find it, so I'll just ask right away.
Does anyone know about the @lgp - Lite Graphics Plugin command?
I asked around and it might be client-side. I found a bunch of Russian sites talking about it but couldn't really find anything download-wise except this one person selling it for 110$ ?

So what's the Lite Graphics Plugin?

Lite Graphics Plugin - is somewhat like an RCX analogue, which is integrated into the game client. 

The commands you can use with it: 

 

@lgp <on/off> Enables/Disables LGP.
@square <on/off/1-14> Display square around the character. It is possible to change the size.
@circle <on/off> Displays circle around the character.
@aoes <on/off> Displays colored areas of skills: Storm Gust, Lord of Vermillion, Meteor Storm.

Does anyone know how to do this or has seen this being sold by a person? 
I'd really like to have it and would pay for it, but I'm not a client-modifying person. 
I've seen a few servers already with it.
