Question About Full Throttle

hi! i can't make full throttle a quest skill even though i changed to this:

5014,0,6,4,0,0x1,0,5,1,no,0,0x1,0,none,0, ALL_FULL_THROTTLE,Full Throttle

the skill can be obtained by @skillall, anyone knows how to make it quest skill? thanks!
