question about tiger cannon

While doing a test. I noticed that TC does not change to elemental property when using converter. Is this a bug or this is normal?

• Casting can be interrupted.
  
• Not all of the damage can be increased by Elemental bonuses.
  
• Splash damage is equal for all opponents, and depends on the damage received by the target. Only the target will lose SP, however.
  
• SP Drain: 10% of damage taken
