I think their was a mistake in the translation. In raw text it appears to be 2000% + Additional Damage Depending On DEX. Anyway, here's a new pic of the Rebellion items. This time with new guns added in this week's patch....

Rebellion job has been released on kRO's main server on 2013-07-31. ill be updating the skill descriptions soon since the skills have had a good number of changes since the past 2 weeks. ill also try to get the items updated as well. Their's no info on bonus stats per job level.
