application or computer (machine.config) must have the

The application must also be compiled with debugging

enabled.

different countries  and maybe translate their server console msgs into their native language, and the some words will

become '?'  ro wrong words if RO-Start support only one encoding...

The original version is using UTF8 encoding to save the log files, but i made this special version that is using the default encoding detected on your operating system, maybe this fix the problem but i can't test it.
