I want to suggest the implementation of a server-side manner.txt to avoid ppl bypassing it by editing the grf.

IMHO it would be just another waste of resources :x but If you want people to stop bypassing your client-side manner it's possible to encrypt your grf, then, at least, it'd be way more difficult to bypass... Or you could ask for a plugin in the plugin request area
