Skills with Fixed Cast Time

Di ko sure pero Envenom skill ata Fix Cast? ano ba ibig mong sabihin sa Fixed Cast Time yung Insta Cast/Wala nang Cast time?

 
Yung cast time na hindi po na aapektuhan ng DEX. Sa full renewal po eh 80% ang variable castime 20% ang fixed. 

Sa pag kakaintindi ko kahit full dex kana to no cast example 180 dex di ka pa din no cast kasi 20% fixed cast time
