War of Emperium Bug?

Hey All,

I noticed a problem in my server.
Even when there is no war of emperium active the emperiums are still spawned.
Any idea how this happens?
I dont use any extra Woe Controller.

Thats how it is in official servers..

It will stop spawning only if you will conquer it. 

For that state the castle is owned by the monsters.
