where to edit /h chat command in-game

Hi pipz!

I am trying to load back my stock up knowledge of RO after 5 years or more of inactivity.

After logging in and typing /h on the chat, help message shows up.

Where can I edit this part? I believe it has something to do with client side.

Help!
