Every Official Server 3rd trance?

hi guys,
i wanted to ask that is there any rule or any kinda thing that official servers Suld be 3rd trance
cause there are rumors That Official Indian Ragnarok Online is coming back

but i've also herd that every official Server is 3rd trance 
but indian ragnarok online (official) isnt  

So i just feel like confirming it that is it actually official or its just a fake one using Official servers name
to attract ppl ^^

I think it is not required to use the latest available episode right away when licensing RO from Gravity. Arabic RO started without transcendent classes even though it is already implemented.
