Bubblegum effect on equipment - increase drop rate

Hi, im working on a gear set for my server atm wherein if you wear a piece of equipment, it increases drop rate of all items by x%.
What is the script command for this when adding onto equipment?
I know that for bubble gum its: sc_start SC_ITEMBOOST,1800000,200;
Would it be similiar on items

So say a manteau that increases drop rate by 5% would be: sc_start SC_ITEMBOOST,10;

Is that correct?
