clinet line alignment - arabic ro

hi world .

could i ask  a question ، the line alignment ( rtl or ltr ) is related to the clinet patcher or related to grf file ? 

as i want to make an arabic server but i don't know what i should do to change it 

from this

and i have tahadi client files i it could help.
