Compiling issues/Server [help would be apperciated :=]]

Okay so here's the run down of what happen I was editing the groups.con file to give players commands 

[Error] make_connection: connection failed: socket #6, error 111: Connection Refused. when I went to restart my server the log and map comes up fine but the character server doesn't show up it keeps giving me this error? anybody know how to fix it lol? and also how do you add in player commands I think I'm doing it wrong.... because every time I try to compile the server and start up the servers it brings up the login and map fine but says on the map server its an [error] for groups.con file 

 SO any help would be appreciated of how to fix these 2 problems, I've been working on it for hours and cant figure out what I'm doing wrong or how to fix it :[

it looks like you have many instances of the game running.  try ./athena-start restart or restart the machine and run again

thanks I got it too work :], question though how do you enable your player commands on the actual server or does it show up when you recompile and restart the server will they automatically have them? and for the spawn point for them to start at is it the same thing as well? will they automatically show up where you changed it too? this is how I edited them is this the correct way and what it should look like for the commands to work on the server?
