Critical Rate of Assassin Job

I don't know if this is bug iny my server, but one of my player insisting that his stats is bug because he is expecting to double the critical rate on his stat, when wearing a Katar or any type or katar. Is this true?FYI I am using Pre-Renewal Settings - 2013-12-23

Katar type weapons have crit rates double of a player's crit.
