Where do I can change the Starting Point for Newbie?

They're there, in start_items:

 

1201 is Knife [3], quantity: 1;

2301 is Cotton Shirts, quantity: 1;

 

You can add some more, I think up to 32 items and their respective quantities, but I don't remember.
