About Heal and Potion Pitcher Skill AfterCastDelay

hi to all! can someone help me in removing or editing the skill aftercastdelay of heal and potion pitcher? i set the aftercastdelay of these skills in skill_cast_db.txt in 0, but still they still have their fixed aftercastdelay, i try also set to 0 the settings like, delay_rate:, min_skill_delay:, but still no luck. can someone help me on this matter? thank you!
