KOE PLUGIN HELP

Anyone has a ready made KOE plugin? i saw @AnnieRuru plugin but i dont know how to make it as a plugin.
Need help on it

and how to put it?

the plugin release rules stated -> you cannot make the release in .dll format
this is to prevent some people release stuff .... with stupid things inside that is not in the original source code
eg: the source code only has original feature, but the .dll also has feature B that can ruin your server with server crash ... or unintended features not in original source code
