I think he's referring to this:

when a player have 300 Luk.

The max duration of freeze to him will only last for 2 seconds.

 

ex.

Player B = H,Wiz

Player A = player with 300 LUK

 

Player B casts storm gust to Player A.

Player A got freeze.

After 2 seconds freeze from Player A removed.
