Adding maps to pre renewal and monster hp

I want to enable brasilia and renewal cities on pre renewal server, how I can do it? I enabled renewal and deactivate renewal formulas, but generate issues with drop and exp rate. Any clues on how activate renewal cities on pre renewal configuration?(Only maps and npc, except for 3 class npcs)

PD: I sorted the issue with the monsters hp to numbers.
