i command/type @duel with my normal charcter and i am the only player in my test RO.. this is my print screen .. is this a bug? o-o

This is normal,

@duel Creates the DUEL, in which you have to invite player to whom you wish to duel

if you use @invite PlayerB, the playerB will be invited, and he will have the option to @accept/@reject the duel invitation.

If you have created the duel, then you can't be invited to duel by other person(simply @leave your duel, to be able to receive duel invitation from others)
