HELP make_connection: connect failed (socket #5, code 116)

plese help me when I run RUNSERVER-SQL I get this error on Charserv-sql.bat and Mapserv-sql.bat but logserv-sql.bat is good to go

192.168.0.100 ( Your Private IP Address )
It depends on your IP settings.
　
Connection example from external ( Internet ).
athena-server.net ( Your Domain Name or Global IP Address )
It depends on your Domain & Global IP.

When I entered the world of emulator, the different name has been already mainstream. ( Hercules & rAthena )

　

In addition, this place is not a forum of "eAthena".
Because an emulator and SQL are old, I feel uneasy.
