is it possible to fix the delay of storm gust Meteor storm and lord of vermillion?

Example I only want them to have a delay of 1 second but will never be changed.

Example the kiel card wont affect them. Bragi wont also affect.

Is it possible?

I believe in re or pre-re/skill_cast_db, if you use the "Cool Down" function, that should work.

1000ms = 1 second
