I think you should check your mapflag config.

Don't forget to create license.txt and put it on your ragnarok grf

Make sure that the maps are compiled on map_cache.dat. Check your map-server if the added maps are loaded. Make sure you add the maps file on your data folder.

Are you sure that your ports are open? You can check it here
