 have tried to diff the client 2018-02-07bRagexeRE  disabling and enabling the Packet Encryption and the error continues... u,u

dont change packet encryption in client at all.

in hercules select correct packet version. and rebuild server.

also in conf set if you changed

packet_obfuscation: 2

you already want too much, your problem is just lacking textures, download the complete and ready kRO.

I tried with the msgstringtable from Zack and from Ash, none worked.

The crash related to NEMO patch (Cancel to Login Window), you can either disable it or ask for fix in nemo fork topic.

I only tested with 2017-12-13bRagexeRE up to 2018-02-13aRagexeRE and it force has stopped working.
for [Ragexe] 2017-12-13bRagexe, 2018-01-31Ragexe it crash and show up Error Handler.
