How Lua Effect tool works?

anyone knows how to make this work on the other map?

 

it is in the new Luafiles514 and the folder named effecttool i also saw these map name lua that contains the effect and its really cool when in-game, the maps are ma_scene01 and 1@ma_b

 

its a new way to add effect on the map, but i dunno how to do it xD

i found this inside the client using resourcehacker. but no idea how to make it open

Its shown in client 2012-04-10 when using reshacker
(Maybe theres some command line to activate that)
