I was looking at Aegis and decided to create this suggestion to add more fields to the skill database. 
The intent of this posting is to facilitate the use of modifications of the skills.
That way we can only use one @reloadskilldb and all modifications come into operation.
 
SkillHitPer is the accuracy by level
SkillHitPer = [200,200,200,200,200,200,200,200,200,200]  
SkillAtkPer is the attack value by level
SkillAtkPer = [300,500,600,800,1000,1200,1300,1500,1600,1800]  
SkillHandicap applies a chance for the player to receive the effect. The level of the status is according to the skill level
OnSuccess: SkillHandicap = [SC_BLIND,50,100,150,200,250,300,350,400,450,500]  
SkillResetHandicap allows you to remove an effect when you use the skill
OnUse: SkillResetHandicap = [SC_SLEEP,SC_STUN]  
SkillDrainHP allows absorbing the resulting damage dealt as HP.
SkillDrainHP = [100,100,100,100,100,100,100,100,100,100]  
SkillDrainSP Drains SP from all players around the user based on the amount of damage they would take from a normal attack.
SkillDrainSP = [20,40,60,80,100,20,40,60,80,100]  
SkillDataString allows input of a string used by teleport skills, or message when using some skill
SkillDataString = ["dicastes01.gat"]  
I think these implementations would help a lot to make modifications to the abilities without shutting down the server for the modifications to come into operation

I have updated Shikazu's Plugin first(as it was requested on the thread from 25th April), maybe Shikazu busy on his rl.

Today I'm introducing a project that I've been envisioning and working on for a couple of months, a control panel developed using Laravel (currently v5.8) that has quite a few advanced features that no other panel has offered before.
Feature Insight
Bootstrap Responsive Design
The panel by default will come with one bootstrap-based responsive design that is elegant, light coloured and adjusts to screens of all sizes. The panel is also capable of supporting custom themes.
 
Master Account System
Create and manage all your game accounts in any server from one main web-account.
 
Passwords of the master accounts are hashed using bcrypt to ensure safety for all registered users.
ROGen
Adapted from @KeyWorld's ROChargen, a library in php that extracts images from sprites and uses resources inside data folders (and not grf files). With the help of this library images of headgears, skill icons, illustrations, item images, monsters and mini maps are can be generated and displayed on web pages.
Complete Database Libraries
Using a library with conversions of information in the client folder, the website incorporates in-game information such as skill and item descriptions, quest information and much more.
Character Overview
The character overview page is an important part of a user's experience. With the features mentioned above, we're able to display alot of information about one's in-game characters on the fly.
 
User Profiles
Additionally, something that's never been seen before in RO CMS or Panels are public user profiles. The ability of a user to view another user's in-game information through the control panel.

If you're missing some features in 3CeAM you can also ask me to create a patch file for it.
However, I cannot guarantee for every requested feature to be implemented...

we always seem to have @feelreset but never @hatereset, well fear no more i have a solution to your worry!
 
@hatereset, what this command does is reset the mobs you deem hatred on via Star Gladiator :DDDD
 
 
couple things to know about this diff, the way it displays a message to the server is via message_conf so if your using this mod, and its been a super duper long time since it was posted, i suggest you check your message_conf because the id of the message display might be different, so make sure you change that accordingly.

It is  a daily quest that involves around gathering items to make a broom and clean dirt from a beach for a reward.
 
For a broom you need the following items:
120 Tough Vines
4 Aloe Leaflet
4 Soft Blade of Grass
 
It gives following rewards upon completing the quest:

For some reason I can't upload anymore files... Did I make too many releases or does our user profile have a limit to how much we can upload? If someone could reset this limitation it would be nice, as I plan on making tons of more releases here...
