I suppose you are running with pre-re setting, and pre-re doesn't have bAddRaceTolerance, instead they use bonus2 bSubRace change it from bonus2 bAddRaceTolerance,RC_DemiPlayer,10; to: bonus2 bSubRace,RC_DemiPlayer,10;

Im not sure if mob_skill_db2.sql is included but im sure that item_db2.sql and mob_db2.sql should be there

In additional to True Zeal has said, herc doesn't use mob_db.txt anymore or maybe you are currently using different emu https://raw.githubusercontent.com/HerculesWS/Hercules/master/db/re/mob_db.conf

Use map_zone_db.conf and indicate which skills you want to disable on your specified map in zone http://herc.ws/board/topic/302-introducing-hercules-map-zone-database/
